None of the above.

With three seconds to change and half the stage at your disposal, Put a chair on your left, at a distance of one blokearm. Pillow on the chair. Mute on the pillow. Smaller reach, no clunky noises, no problems. Everyone wins.

I think the mute adds a lot to the piece. My friend performed this here at school at a semi-formal forum gathering and I sat behind him and installed the mute at the marking. The piece is pretty trim in length, so I think the same solution at a "real" concert wouldn't be too ghastly (hey, a solo tuba performance by itself is pushing it, right?).

I think it is Schleppy who has a link for a Mnozil video, where the tubist has a 3-legged rig mounted on the bell. That allows him to pull the mute out of the bell without stopping the show.

Years ago a friend of mine, frustrated with the same sort of "quick change" situations, decided to rig up a toilet seat and lid (with a pull rope to open and close) to his tuba. It was funny as could be, but sounded like you know...

Wish I had a photo of it...it was hilarious.

Might have a suspicion where that cat lives. And the sousaphone ferrules look funny. Is it an Emenee?

And this video lead to the one I thought of, and which also is a study in tuba vibrato:
