It is part of a set of pieces called "Brass Music" that were written in 1948.
The Darling Of The Thirty-Cents-Sharp Low D♭'s.

Hi bloke - nah I'm using itunes. I have played this piece many years ago (without the mute) but currently I'm being really nerdy and updating all my itunes songs to show the year of composition so I can make some interesting playlists. 1948 would put it with Malcolm Arnold's First Clarinet Concerto, Gyorgy Ligeti Invention for Barrell Organ, George Antheil Symphony No 06 and Piano Sonata No 04. But I haven't got beyond the 'B's yet!

warren deck did a fantastic recording of this on Joseph Alessi's CD that has the elegy on it.
