There is an interesting 3p valve sousaphone wrap in this June 1, 2011, video featuring members of the Finnish Navy Band. The soloist is Matti Laiho on the Carnival of Venice.
I am guessing that the horn is an Eb. However, I have not seen an Eb sousa wrap go as high as to be behind one's neck. Also, the bell rises like a periscope.

Saw it awhile ago and was envious of the bell position my one rests right in front of my forehead.
I thought from reading either the YouTube comments or comments on Tubenet that some one thought that he was using "classic Bb" fingerings I thought it was a bit big for an Eb and the soloist is no little guy either but have not seen a Besson Eb in the flesh so will defer if you are sure

Have just watched again and I can not see any way of detaching the bell from the sousaphones body.
Cant carry a tune but I can carry a tuba.

It is a Besson Eb sousaphone, which never came as a compensator. Basically they used a top action valve block, but with straight knuckles to mount the slides. Slides had to be folded over to fit within the main frame.
