As far as the private seating rooms, they're all-you-can-eat, fellas.
I traveled extensively in Europe and lived in Vienna last semester. In most places I visited this has become an automated process. Usually with Amusement park-like gates that only spin when you put in .50€ or so.
The only place that I found people outside the restrooms (not demanding a tip, but requiring you pay them to get in) was at Gas stations and inside churches.
