Uneducated guess but based on other images seen on this forum my best guess is monster York or martin
I would based on the one photo like to toot it

Without wishing to be mean is it close enough for you you to have a toot as only you can value it for you but based on a photo if it was Ebay and I wanted it my max bid would circa 650 to 800 dollars unless it had a good back story or recomendation from some one I trusted

Bloke's right... 25J. It's probably missing some of those really thick corks on top of the pistons.

Its not a short action has regular valves

The giveaway is that the valve stems come out of the center of the valve caps.I played one of these for years in the Rat band in Town Square. Ed (34/5 J)

The original link was a link to a photo in an album. If you look at the rest of the album, you'll find a couple other pictures; one of those being a picture of a piston out of its casing. :)

I'm certainly no expert, but the wrap on this horn is different from any other Conn I've ever seen or seen a picture of.
