I should also mention Kaikhosru Sorabji's 2nd Symphony 'Jami' which has four tuba parts and his Messa Alta Sinfonica which has two.
It seems a shame not to list Brian's Gothic on it's own with two tubas and two euphoniums on stage and a further 8 tubas in the four off stage bands.

I don’t know if this is something you are interested in or not, but, the Ewazen Trombone Concerto has two tuba parts. The range in the parts to some players is going to be a challenge…
Just by definition, a concerto itself is an orchestra. However, I do know that the work has been arranged wind band.

I have struggled with what to include. For the most part, I have included orchestral works that require a full set of strings plus two or more tubas and that may be performed in a concert setting. Le Deluge by Camille Saint Saens has two tubas. I played that one and my teacher saved my bacon by transcribing the tuba parts to concert pitch. I didn't know any tuba parts weren't in concert pitch, but I learned that day. I don't remember what the key change was, but he was certainly correct.
