I'm fairly certain that arrangement is by Jeffrey Luke. Beyond that, I don't know.

The Atlantic Brass Wesite lists Joe Foley as the arranger.

17. Hungarian Rhapsody No. 2 (10:11)
Franz Liszt (1811-1886), arr. Joe Foley

Further reading indicates he is a former member of the group, trumpet, and is currently in the faculty of the New England Conservatory.

Correct. I was looking at the recording off of Fanfares and Passages (ABQ).
