Epinicion Part I help

I have a tuba part for the piece Epinicion by John Paulson. My part has 8th and 16th notes brackets, but no pitches. Is this correct and what do they mean?

I've never played it, but one of my sons played it last fall in his college wind ensemble. If I understand correctly, you are supposed to choose the pitches. Part of the schtick of this piece is that the members of the ensemble participate in the composition and no two performances are alike.

I played that piece in a high school honor band a number of years back. You are in fact supposed to play any random note. I wasn't a big fan of it, if I remember it right.
