Sloppy Stop Arms?

I got in an old Alex for various repairs. The first thing I had to get under control was the extremely 'sloppy' fit of the stop arms to the rotor shafts. There was AT LEAST 15 degrees of 'play'... making valve alignment impossible. The horn was basically unplayable. Here's the fix: http://thevillagetinker.com/Misc%20stuff.htm
