Are there any written books specifically written for tuba on developing flexibility, range, lip slurs and so on?
Here is one routine that I do every now and then when working on lip trills but it would be nice to have something written, so is there anything specifically for tuba?
In the Video I start slow and eventually work my way to the end with an actuall lip trill.

I HIGHLY recommend using the "Brass Gym" use it DAILY!!!
I picked this up while in the Navy Bands and it really took my playing to the next level.

I have heard of it, does it go into the upper register, if so, what is the range?

You may want to check out Advanced Lip Flexibilities by Charles Colin (originally written for trumpet – not sure if there is a tuba edition). A specific objective of these studies is to increase range. Included are many high range trilling exercises designed to achieve this end.
Colin's introduction to this book discusses the mechanics of playing in high register: his theories are controversial. However, I think it's fair to say that there is general agreement that the exercises themselves are useful and effective.

I heartily endorse Brad Edward's book, Lip Slurs. It is in trombone register, but can be used on any tuba, just by thinking of the start of every excercise corresponding the the partial and slide position/valve combination. A great book!
