I think you are correct: A pre-St. Pete, "St. Pete/Russia" tuba.

I have seen cervenys with no markings like this.

The Kaleshen - New York I just finished a few weeks ago has those stamped covers on the rotors. I think I is probably a Bohland & Fuchs stencil. The paddle assembly you see in this image is NOT original.
