Doesn't look like one of the B&S-made Karl Ziess stencils..... Cerveny? Boehm & Meinl?

I agree that it's not a B & S. The thumbring back plate looks Cerveny. The main tuning to bottom bow brace looks Bohland & Fuchs. The harness loop back plate looks Alexander.

Probably a Cerveny conglomerate.
