It's a possibility, assuming that the euph player has sufficient range to accomodate the part. Personally, I don't like the sound of the euphonium substituting for horn as much as I like a trombone or even an English baritone horn doing the same. Many of the PJBE "Just Brass" charts allow for substitution for the French Horn. Some very good arranging in that series, BTW. Also, if you check out http://www.sheetmusicnow.com, the quintet charts by Mogens Andresen provide for much substitution in the lower voices.
Still can't be rid of those consarned trumpeters, though!
