One might be able to purchase a 2J cheaper than one could cut an O-99

I think the secret of the O-99's success (and also the 11J & 12J) is the fact that it has very little cylindrical tubing. It's almost all conical, and not a fat cone. The result is better-than average intonation and a good false pedal tone.
You can cut a 10J to CC because it has a couple of feet of cylindrical tubing downstream from the valves, just waiting to be removed. But that's not the case with the O-99.
