so unless they're tracking, how do they know where your "local" is? explain? its not like cable where they know where all the subscribers are located, is it?

Because the receivers, set top boxes, and DVRs have always-on internet connectivity to provide on-demand streaming and OS updates, which means they're pulling an IP which is tied to a specific device, so of course they know where all the subscribers are located: they have to for billing purposes.
