1- Is the valve vented? Perhaps the hole was drilled in the wrong place.
2- Get some electrical tape and cove up the visible seams while using heavy slide cream on your slide (this actually worked for me, I found the leak quite quickly).

I had a slide shortened a while back and there was a slight gap/crack/slit when it was put back together that made the same buzz. No big deal.

Time for a 3rd tech. I have no clue who the best repairman is in your area, but there's clearly something wrong. Might not be easy to identify, but someone will find it and fix it!

Give Rob Stuart a call. I don't know if he does tubas anymore but you can always ask and he does excellent work.
