I think that is a 4th valve slide on the top-action horn you can see okay...the smaller front-action horn must be Olds 3/4 or equivalent.

You would think they could have gotten a lot more money back for taxpayers if they had gone another route than the "lets shrink wrap 'em all on a pallet" approach.
