Has anyone tried making an Eb cimbasso by using the guts from a 3+! compensating Eb tuba (Besson or other variants)?

You've got a point. I was thinking that you could have a pipe go straight in, so that the valves are turned the other way. But that would be pretty severe on your right hand, especially with those long compensating pistons. If using a 983 valve set, that would be a terrible thing to do to one of those babies.

Mr. Oren Marshall has something like it. I think it uses a compensating rotary valve for the 4th (courtesy of Mike Johnson).

Unless a 983 valveset, wouldn't the instrument's bell and the player's head be trying to occupy the same space at the same time, or am I not thinking correctly?

How about a right side bell, or even one shaped like a recording bell Besson?
