If someone want to tell me (via PM) Chester's email address, I'd be more than happy to ask him about this stuff. Again, I don't know him, and don't know if he welcomes tuba emails from strangers... But if he does, then for sure, I'd just ask him directly.

I have no idea what he had done, but I'm sure he had access to people who could alter Alexander tuba mouthpipes and receivers, as well as a mouthpiece maker who could make one-off mouthpieces.

Stepping away from this specific person and their specific situation...

Most of the back-bores on that line of tuba mouthpieces seem to be nearly cylindrical - thus staying very small at the exit bore end of the mouthpieces. At first glance (regardless of some custom mouthpiece shank), that back-bore style doesn't seem like it would be the very first thing (that would occur to me) to mate up with a very large mouthpipe tube.
Now that you mention it, I remember those things having a very “beefy” wall thickness at the end of the shank.

One last quick update...

I did make contact with Chester, who shared some information and opinions with me about the Monette mouthpieces. Nothing that I think needs to be shared here (else I'd ask for his permission to share from his email... but no need), but was glad to have the chance to ask him about them directly.
