If the intent is to print out a transposed part, I think about all of the music editors for computers will transpose. There is that small chore of putting the notes into the editor. I use a small, 49-note MIDI keyboard (old Yamaha DX100 synth), play the note on the keyboard, and use one of the computer keyboard keys to specify the time value of the note. The music can be entered quickly this way -- one hand on the synth keyboard; one hand on the computer keyboard. After you have it entered, you can pull up the file any time and transpose it all over the place.

m-audio makes some keyboards for this type of use too.
I use Finale, but that's only because I got it back at version 2.0 for Windows 3.1. With that version, I had to buy a book of slang to learn new cuss words. I paid for the upgrades (because it was such a pos) until I reached Finale 2001 at which point I figured they had gotten enough of my money.
I think Sibelius is mo betta.
