Renting a tuba is always sticky topic. I know few establishements that will rent a decent instrument, but you may look into Carroll Music or Rayburn Music. I have heard of organizations having luck procuring tubas from them.
I rarely lend my instruments and only to individuals I know and trust to return them in identical condition or do good by any damages.
I wish you the best of luck!
