They're "RAD50" coding as used in DEC RT-11 and RSX-11 directories. (Hence my hint of being DECidedly RAD). It's a way to put 3 characters in 16 bits. Ah. Just barely missed the RT-11. I did some work in Vaxeln on an RTVAX back -- oh, close to 20 years ago. But it was pure ASCII.
I misread your clues. I was looking for some way to have a DECimal RADix.
